Water Sector Restructuring in Ontario: Expert Questionnaire
In the summer of 2005, a two-part survey directed at municipal water operators, conservation authorities, ENGOs, business and professional associations, municipal organizations and government departments concerned with water supply in Ontario was conducted. The first two-thirds of the survey were general and required responses from all participants. The final third was directed solely at municipal water operators. Approximately 330 surveys were disseminated by mail and using a web-based version of the survey. A response rate of 25% was achieved with 82 respondents in total.

PHASE 2: WATER GOVERNANCE IN CANADA
Water Sector Governance in Canada: Expert Questionnaire
Between August and December 2007, a two-part survey based on the Ontario questionnaire was disseminated to a cross-Canada sample of respondents. These included: municipal water operators, conservation bodies, ENGOs, business and professional associations, municipal organizations and government departments concerned with water supply. The survey closely followed the Ontario version, with some adjustments. Again, the first two thirds of the survey were general and required responses from all participants. The final third was directed solely at municipal water operators. Four hundred and twenty-one (421) surveys were disseminated by mail. These were followed with a web-based version of the survey to encourage more responses. A response rate of 28% was achieved with 119 respondents in total. The distribution of responses is shown in the table below.
